The City Council of Torrejón de Ardoz, CCOO Henares, UGT Madrid and AEDHE have signed the second employment pact in the municipality's history, 18 years after the first. The agreement aims to create stable and quality jobs for local residents.
The mayor of Torrejón de Ardoz, Alejandro Navarro Prieto, signed the Local Employment and Economic Development Pact for the City of Torrejón de Ardoz 2026-2030 with social agents this Wednesday. The agreement is signed by the City Council, the Henares Business Association (AEDHE), the Eastern Madrid Regional Union of UGT and the Henares Regional Union of CCOO Madrid.
The aim of the pact is to promote the creation of stable and quality jobs for the residents of Torrejón, improve training and lifelong learning, and strengthen the competitiveness of companies, especially SMEs. The text sets out these lines of action for the period 2026-2030.
This is the second pact of its kind in the municipality's history. The first was signed on June 26, 2008, 18 years ago, with Pedro Rollán as mayor. On this occasion, the agreement comes with the backing of all signing organisations.
The mayor has thanked the social agents for their willingness to finalise the pact:

Vicente García Castillo, general secretary of CCOO Henares, stated that “any form of consensus is a success, especially when it occurs among the main institutional and economic actors because in these times, consensus is a value in itself.” García Castillo congratulated the mayor for his courage and reminded that his union was not present in the two previous local pacts.
From UGT, its general secretary of the Eastern Madrid Regional Union, Jesús La Roda, thanked the mayor for “having the insight to sign a local pact” and argued that this example should be transferred to society: “It is very important, nowadays, to reach an agreement, even if there are different ideas because what we seek is the common good of Torrejón de Ardoz, of all workers and citizens.”
The general secretary of AEDHE, Pilar Fernández, stated that “it is a pride to sign the local pact for the d...”. The first deputy mayor, Víctor Miranda, was also present at the signing.
This agreement adds to the one recently signed with all unions to improve public service benefits and the one signed with police unions to advance security and coexistence. The pact is valid until 2030 and its development corresponds to the signing entities.
