The San Fernando de Henares Town Hall has called an ordinary plenary session for 17 September 2026 at 18:00 in the Plenary Hall of the Town Hall. The meeting will begin with the swearing-in of María Pilar Durán Cabezas as a councillor for the PSOE, representing the socialist candidacy.
The agenda includes the initial approval of the Regulations for the Operation of the Volunteer Pool attached to the Department of Social Welfare and Seniors. There will also be a discussion on the request to modify the registration of the action “Renovation of sports court flooring”, included in the Regional Investment Programme of the Community of Madrid 2022-2026, to adjust the amount to the project's technical budget.
In the economic section, the Plenary will vote on several credit modification files. Among them are File 3/32/2026MC for credit supplements financed with Treasury Surplus for general expenses, File 3/34/2026MC for extraordinary credits, and files 3/37/2026MC, 3/38/2026MC, and 3/39/2026MC, also charged to the Treasury Surplus. Additionally, File 2/2026 REFA for extrajudicial recognition of credits is included.
The session includes propositions from all municipal groups. The councillor from the Mixed Group for VOX, Jesús Fernández Serrano, will defend an initiative on the recovery, maintenance, and improvement of public spaces in San Fernando de Henares. Meanwhile, the councillors from Más Madrid San Fernando de Henares, Ana Isabel Luque Morales and Donata Galán Vivar, present a proposal urging the Community of Madrid to join the state single fare programme, integrate into the Madrid public transport network, and ensure the maintenance of the most favourable rates and discounts.
The Popular Municipal Group brings four propositions. The spokesperson, Miguel Ángel García Capa, defends an initiative in support of Spanish sovereignty over Ceuta and Melilla and demands extraordinary measures from the Spanish Government in light of the events in Ceuta. Councillor María del Rosario Rabadán Pérez presents two proposals: one for the optimisation of educational resources and the use of regional investments, and another to create a grant line covering 100% of the canine genetic identification (DNA) test.
The Socialist Municipal Group, through its spokesperson, Leticia Martín García, proposes two initiatives: one in support and solidarity with Ceuta and another regarding the issues with the infrastructure of Metro line 7b. The delegated councillor for Finance, Heritage, and Education, Carolina Gómez García, signs an initiative demanding the Community of Madrid withdraw the increase of the “Firefighters Fee”.
In the second part of the agenda, dedicated to monitoring the other bodies of the Corporation, decrees and resolutions from the Mayor's Office and delegated councillors numbered from 2000/2026 to 2383/2026 will be reported. There will also be information on five credit modification files due to transfers between budget applications of the same spending area: 1/30/2026MC, 1/31/2026MC, 1/33/2026MC, 1/35/2026MC, and 1/36/2026MC. The session will conclude with a turn for questions and requests.
