The session also gave the green light to budget modification 12/2026, the general account for 2025, and the citizen coexistence ordinance, among other matters.
The Councillor for Security, Environment and Maintenance, Miguel Partida, detailed the timeline and data that, according to his intervention, support that the municipality is prepared. Partida stated that Valdemorillo has been “working on prevention for over two decades” and highlighted the update of the Municipal Action Plan for Forest Fires (PAMIF) as one of the most important advances, as it integrates the planning of the entire municipality into a single document, including urban areas and developments.

In addition to the PAMIF, the councillor recalled that since 2021 the municipality has had the PLATERVALDEM, the Territorial Emergency Plan for Civil Protection of Valdemorillo, which is the framework for the other plans: the PAMINUN for flood risk, the PAMIF currently in processing, and the PAMINVER for winter situations. All of this, along with its own resources and coordination with other administrations, forms a “comprehensive response” to know “where, how and with what means to act.” The document on the comprehensive strategy against forest fires is available for download on the municipal website.
On the economic front, the council has definitively approved budget modification 12/2026, through a credit supplement, for an amount exceeding €271,000, aimed at financing items that allow coverage for municipal services. The point was passed with votes from PP and Vox and the opposition's rejection. With the same result, the general account of the Valdemorillo Town Council for the 2025 financial year was approved, which will be sent to external auditing bodies, the Court of Auditors and the Audit Chamber.
The modification of the ordinance regulating the public price and provision of services and activities in the sports field, which is nearly twenty years old, has also progressed. The update is part of the comprehensive reform of the Dehesa sports centre, with an investment of nearly €1.5 million, and the pending improvements in Eras Cerradas. The mayor, Santiago Villena, emphasized that the new prices are adjusted “to cover the cost of the service we are legally obliged to provide.” The ordinance removes the differentiation between residents and other users and rewards the loyalty of subscribers, who will be able to use the various sports facilities. Initially approved with votes from PP, Vox, and PSOE, and the abstention of the other groups, it will remain on public display for thirty days for objections.
Similarly, the citizen coexistence ordinance has been definitively approved, partially considering the only objection presented by the State Platform for Karavaning (P.E.K.A.). The text allows for more detailed regulation of the stay and parking of caravans and motorhomes in the municipality, with a maximum period of 72 hours in the same location. The ordinance was passed with votes from the governing team, the abstention of VVAL, and the particular vote of the other parties.
In the information and control section, the mayor described the state of execution of the municipal budget as “adequate and reasonable” as of 30 June. He explained that the average payment period to suppliers, set at 40.45 days, is due to a specific situation caused by the change of treasury officer and that it is already back below one month, as established by law.
