Galapagar's council approves this Thursday the ordinance that sets hours, prohibits camping, and regulates fishing in the area around the Los Rosales reservoir and dam. Fines range from 150 to 3,000 euros.
The ordinary council meeting of Galapagar this Thursday, 24 September, discusses the initial approval of the Regulatory Ordinance for the Use and Management of the Environment of the Los Rosales Reservoir and Dam, in Parquelagos. The text establishes a specific framework for the area for the first time, which until now had been governed by sporadic actions from the Local Police.
The regulation responds to the pressure of use recorded in recent years. The Town Hall has detected unauthorized camping and overnight stays, public alcohol consumption, nighttime noise, unregulated recreational practices, issues related to fishing, and uncontrolled waste disposal. These situations have generated neighbourhood conflicts and numerous police interventions.
Access to the area will remain free and open, but with conditions and hours. The ordinance establishes a general schedule of 7:00 to 23:00 in winter and 7:00 to 00:00 in summer. It also provides for temporary closures or restrictions if circumstances affect the safety of individuals, the dam, the environment, or community coexistence.
Camping and overnight stays, alcohol consumption, bonfires and barbecues, littering, noisy disturbances, and access to restricted areas or dam facilities are prohibited. The regulation also governs the use of pets and recreational activities.
One of the changes introduced during the processing affects fishing. Earlier versions contemplated a general prohibition; the current text allows recreational and non-commercial fishing, subject to safety, environmental protection, and coexistence conditions, as well as the licenses and authorisations of the relevant regulations.
The ordinance includes a sanctioning regime with minor, serious, and very serious infractions. Fines range from 150 to 3,000 euros depending on the severity of the incidents, without prejudice to the obligation to repair any damages caused.
The text has undergone a public consultation held last April, in which citizen suggestions were received. Reports were also requested from the municipal departments of Environment, Health, and Local Police, in addition to the mandatory report from the Secretariat.
After the initial approval, a 30-day public information period will open for submitting complaints and suggestions. Once resolved by the Council, the ordinance may be definitively approved in accordance with current legislation.
The Town Hall of Galapagar states that the aim is for Parquelagos to continue being a space for enjoyment for residents, with clear rules that protect the environment, preserve municipal hydraulic infrastructure, and ensure the rest and safety of those living in the area.
