The local Government Board of San Fernando de Henares has given the green light to the start of the administrative procedure to hire the service of the new municipal dog census by DNA. This was announced by the City Council, which will keep the public informed of the next steps in the initiative.
The system will create a database with the genetic identification of the dogs in the municipality. When uncollected faeces appear on the street, they can be analysed and the owner located, allowing for the application of the penalties provided for in the regulations.
The mayor, Javier Corpa, has defended the measure in these terms:
Most residents comply with the rules and care for the locality, but with this measure, we will have an effective, quick, and safe method to act against a minority that engages in uncivil behaviour. We want clean and well-maintained spaces but also to reaffirm our commitment to animal welfare, promote responsibility, facilitate compliance with regulations, and improve coexistence.
In addition to the punitive aspect, the City Council states that the census will serve as a tool in cases of loss, theft, mistreatment, or abandonment of animals. Genetic identification will allow for the owner to be located in those cases.
The City Council has not yet detailed timelines or the contract amount. The next information regarding the implementation will come as the administrative processing of the service progresses.
