The Intelligent Community Forum has granted Las Rozas Full Certification as an Intelligent Community after a two-day on-site audit. The municipality was already a Top7 semifinalist in 2025 and 2026.
The Intelligent Community Forum (ICF) has awarded Las Rozas de Madrid Full Certification as an Intelligent Community. The announcement was made at a joint event held in Málaga with the presence of ICF co-founder Robert Bell, the mayor of Las Rozas, José de la Uz, the mayor of Málaga, Francisco de la Torre, and the Smart City councillor of Las Rozas, Jaime Santamarta.
The certification is based on data analysis and a two-day on-site audit of the city's programs, policies, and achievements. The ICF standard evaluates high-quality connectivity, workforce development, the business innovation ecosystem, and programs for citizen engagement, digital inclusion, and sustainability.
Las Rozas had previously participated in the annual Intelligent Community Awards, where it achieved semifinalist status as a Top7 Community in 2025 and 2026. The municipality continues to compete for recognition as Intelligent Community of the Year.
This recognition reinforces Las Rozas' international positioning strategy, based on technological innovation, sustainability, and economic development. The City Council and the public innovation company Las Rozas Innova are working to build a more connected, inclusive city ready for future challenges.

The ICF auditor and entrepreneur Rob McCann highlighted in his report the clarity and commitment of the leadership and community stakeholders. "Las Rozas has established itself as a prominent example of an Intelligent Community that consistently executes its strategic vision," he wrote.
For Robert Bell, the goal of ICF is to synthesise the successes of communities like Las Rozas into principles and practices to share with other cities. "ICF has been learning from hundreds of communities like Las Rozas for over 25 years," he stated.
Las Rozas has nearly 15,000 businesses and self-employed workers and boasts one of the highest per capita incomes in the Community of Madrid. The average office price is half that of Madrid, which helps attract foreign companies: nearly a quarter of the 500 largest companies in the municipality are foreign-owned.
The municipal company Las Rozas Innova manages coworking programs for entrepreneurs, funding for startups, automation of urban waste collection, and remote management of the municipal irrigation network, among other initiatives.
The Certification as an Intelligent Community is an accreditation of economic development based on ICF's Community Accelerator Strategy and analytical methods developed over more than two decades of work with over 200 communities worldwide. The evaluation relies on written information submitted by the community and an on-site audit that analyses how programs are integrated in these areas.
