The Plenary of Rivas-Vaciamadrid has approved that the increase in building rights and density applies only to public-owned protected housing plots. The measure excludes private land and rejects temporary accommodation on industrial land.
The Plenary of the Rivas-Vaciamadrid City Council has approved a resolution this month for the increase in building rights and density of protected housing developments to apply exclusively to publicly owned plots. This decision is framed within the Law of the Community of Madrid for increasing the supply of Publicly Protected Housing, which allows municipalities not to apply certain measures, such as increasing building rights and density.
The measure affects municipal, regional, or state land, as well as land belonging to public bodies, entities, or companies. Therefore, private plots where protected housing can be built under a cooperative scheme are excluded, as reported by the City Council.
The Plenary has also rejected the granting of licenses for temporary accommodation on industrially classified plots as outlined in the same law. The councillor for Urbanism and Housing, Yasmin Manji, defended the municipal position during the session:
This measure included in the law, which we are rejecting today in the plenary, does not solve the structural housing problem but only seeks to benefit certain landowners to the detriment of the general public.
The proposal was approved with the votes of IU-MM-VQ and PSOE, and rejected by PP, VOX, and the independent councillor.
In parallel, the City Council has tendered three initial plots for development in July to build more than 500 public rental homes, which will allow the Municipal Housing Company to double its current stock of 758 homes. Estimated prices will range between 450 and 900 euros, with ground floors reserved for commercial premises or municipal facilities.
The Plenary has also approved the detailed study of two plots from the collaborative housing project Cohabita Rivas, the cooperatives Taray and Cosmos de Rivas, in the La Fortuna sector. The Taray plot covers 4,425.50 square meters and the Cosmos plot 4,418.40. The third cooperative, La Corrala, already had a detailed study and building license since September 17. The City Council has granted the use of a plot for 75 years for this project aimed at elderly people.
The session also served to unanimously approve the special plan for a plot in the Las Colinas sector, adding five new protected homes to a promotion of 137 protected and 49 free homes. Additionally, the agreement with the Community of Madrid for the final liquidation of the Rivas Vaciamadrid Urban Consortium was ratified, allowing the Mirador Sur area to be developed as green space according to the progress of the new General Plan.
Finally, the Plenary approved a motion from IU-MM-VQ, supported by PSOE, which rejects the increase in the fire service fee that municipalities pay to the Community of Madrid and demands that the regional government guarantee funding for the service.
