Mayor Jesús Moreno requests the Central Electoral Board and the National Institute of Statistics to review the files of the CERA assigned to the municipality since 2022, when the Law of Democratic Memory came into effect. The local government supports the precautionary suspension of electoral effects issued by the Supreme Court.
The Tres Cantos Town Hall has formally requested the Central Electoral Board and the National Institute of Statistics to audit and review all files from the Census of Spaniards Residing Abroad (CERA) assigned to the municipality since 2022. This request comes after the overseas census of the locality has grown by more than 200 people under the Additional Provision 8 of the Law of Democratic Memory, known as the Grandchildren's Law.
Mayor Jesús Moreno explained that the request aims to ensure the integrity of the census and the legitimacy of upcoming electoral processes. He highlighted that Tres Cantos was established as an independent municipality in 1991, decades after the period covered by the legislation on historical exile, and therefore considers that the registered entries do not correspond to a verifiable connection with the locality.
More than a partisan surprise, we received this with technical perplexity and enormous institutional concern. Tres Cantos is a young city, born in democracy in 1991. The appearance of voters assigned to our locality under the assumption of historical exile demonstrates that there have been flagrant failures in the assignment procedure or a complete lack of control by the Central Government. We fully respect the right to nationality, but the electoral census must reflect a real and verifiable connection with the municipality where one votes,” Moreno stated.
The mayor has described the situation as a “democratic anomaly” and has demanded explanations from the Ministry of Territorial Policy and Democratic Memory and the Electoral Census Office.
The municipal government has also expressed its support for the decision of the Supreme Court to provisionally suspend the electoral effects of registrations in the CERA that have not credibly proven the status of exiles or politically persecuted individuals.
We do not judge intentions, but the facts demonstrate an unacceptable lack of rigor. The Supreme Court's ruling vindicates us: the rules of the electoral game require maximum guarantee and transparency, not engineering or uncontrolled census shortcuts that distort the reality of municipalities like ours,” the mayor added.
The Town Hall has confirmed that it maintains ongoing contact with the Community of Madrid to channel this institutional concern. The audit request is now in the hands of the Central Electoral Board and the INE, which will need to review the files assigned to Tres Cantos since 2022.
